IN.SE.CON (International Congress of Cybersecurity and Breakthrough Technologies) is the only event of this scale in Poland organized by Ministry of National Defense together with Grupa MTP. The Congress gathers representatives of public administration, the defense sector, business and science around the topic of state cyber resilience. The next, fourth edition will take place on April 7-8, 2027 at Poznań Congress Center.

Who organizes IN.SE.CON and what is its history

The Ministry of National Defense together with the MTP Group is responsible for organizing the congress, which distinguishes IN.SE.CON from other industry conferences – it is the only cybersecurity event in Poland conducted by the Ministry of Defense. This organizational structure translates into the nature of the debates: in addition to technological and business topics, the perspective of state security and cooperation with NATO is constantly present.

The third edition, held in 2026 in Poznań, was the largest in the history of the congress so far. The number of participants increased, the number of exhibitors doubled and the EXPO area was significantly expanded. The program was carried out simultaneously on three stages, which allowed for combining strategic debates with practical workshops and technology presentations.

When and where IN.SE.CON 2027 will be held

The fourth edition of the congress will be held on April 7-8, 2027 at the Poznań Congress Center. The organizers announce a continuation of the format with three parallel stages, known from the record-breaking 2026 edition.

The choice of Poznań as a permanent location is not accidental – the city has been the center of trade fair and congress events for years thanks to the infrastructure of the MTP Group, which allows the organizers to handle the growing number of participants, exhibitors and thematic sessions without changing the location from edition to edition.

Who is the IN.SE.CON congress for

The congress is addressed to people responsible for digital security at various levels of the functioning of the state and organization. The participants include representatives of:

  • government administration and local governments,
  • officers,
  • defense sector experts,
  • IT security management staff,
  • scientists and researchers dealing with breakthrough technologies.

What topics does the congress program cover

The congress agenda includes both strategic debates and practical workshops, divided thematically into several areas.

State cyber resilience and digital sovereignty

The Main Stage has so far discussed breakthrough technologies in 21st century conflicts, building a sovereign artificial intelligence for Poland and cooperation within NATO. A recurring motif is the role of human capital – the competences of experts and decision-makers are treated as an element of the state’s resilience as important as the technologies themselves.

Critical infrastructure protection

Sectors such as energy and water supply come back to the congress regularly, in the context of obligations arising from KSC 2.0 and the EU NIS2 directive. Crisis management and incident response

The block devoted to response procedures covers both the local and national levels – from the first response to a security incident in one institution, to the coordination of activities between services in a crisis situation involving many entities at the same time.

AI and breakthrough technologies in cybersecurity

Artificial intelligence appears at the congress in two roles: as a tool for strengthening defense and as a source of new attack vectors.
